Arrests and incidents reported by police on Nov. 24

Arrests

On 11-12-09, detectives from Crimes Against Children Unit began investigating the sexual assault of two girls from  the Manassas  area. The sexual assault  of the victims occurred in Prince William County from 1999 to  2001. The victims were three and six years old when the offenses began. On 11-23-09, Jose Miguel Melendez, 40-years-old, of Aspen Hill Road, Rockville, Maryland, was arrested and charged with two counts of Forcible Sodomy, two counts of Aggravated Sexual Battery, and two counts of Taking Indecent Liberties with a child. Melendez is being held without bond and will have a hearing in the Juvenile and Domestic Relations Court.

Felony Eluding, Resisting Arrest, Driving Under the Influence (DUI), Driving the Wrong Way on a Highway, occurred on November 21, 2009, around 10:57 p.m. in the area of James Madison Highway near Dominion Valley Drive in Gainesville. A patrol officer observed the driver of a 2005, Volkswagen, TDI, traveling southbound in the northbound lanes of James Madison near Dominion Valley Drive. The officer conducted a traffic but the driver sped away finally stopping in the area of Pickett Store Place. The driver was identified as Kevin Richard Zinn, 41, of Picketts Store Place in Gainesville. Zinn was arrested and charged on the above named offenses. Zinn was held on $5,000 bond and has a court date of January 20, 2010.

Incidents

Peeping Tom, occurred on November 23, 2009, around 5:46 a.m. in the 10800 unit block of Gambril Drive in Manassas. The victim, a 46-year-old woman reported that she observed an unknown man watching her through the window of her apartment. The unknown man was standing outside. The man left the scene when the victim attempted to confront him. The suspect did not attempt to gain entry into the victim's apartment but was gone when the police arrived. The suspect is described as an adult male, approximately 5'9" tall, and thin built.
